<p>ONE OF the criticisms that has been consistently levelled against the policies initiated by this government is that they are simply repackaged versions of strategies developed previously by the Conservatives. This same accusation could also be made about the government's review and proposals for a national framework for mental health care. Care in the community has now been discredited and while a return to the psychiatric hospital concept is not envisaged, a wide range of services is to be developed, including legislation to protect the public from 'dangerous' patients and the provision of local care units</p>
