<p>The Valuing People White Paper (Department of Health 2001) reinforces evidence that people with learning disabilities living in the community have extensive health needs which are very often unmet, and makes important proposals for improving their health care. In the light of a recent study into the health needs of a population of people with learning disabilities, this article questions the fundamental philosophy underpinning the White Paper.</p>
