<p>The Devon County Council Adult Protection Committee report (2006) identified people with learning disability as the second largest group of people at risk of abuse – in fact, in the year running up to the project, 42 per cent of the committee’s referrals involved people with a learning disability. ‘Abuse’ is taken to include physical, sexual, psychological, financial, discrimination, neglect or bullying, in accordance with No Secrets (Department of Health (DH) 2000)</p>
