<p>About 120,000 people in Scotland have learning disabilities; around a quarter of whom are aged under 16 years, while another quarter have complex needs. Scotland spends about £1 million a day on services for people with learning disabilities (NHS Health Scotland 2004). The majority of people with learning disabilities in Scotland do not, and never have, lived in hospitals.</p>
