<p>The Valuing People White Paper (Department of Health 2001a) states that: ‘Children with disabilities have exactly the same health needs as other children, in addition to health needs arising from their particular disability.’ However, there is a wide range of unmet medical health needs in children with learning disabilities (Barr 1997, Kerr et al 2003), which remain unidentified for a number of reasons, the most common being restricted access to medical services (Lakhani and Bates 1999).</p>
